In order to celebrate the Golden Jubilee Memorial, the Association participated in the 65th Modern Engineering and Technology Seminar of the Republic of China jointly organized by the Chinese Society of Engineers and the Chinese Society of Engineers of New York. This is the sixth rally since its founding in the Republic of China in 1955. This is the first time that this Council has participated in this event. It is also one of the 10 academic activities to celebrate the Golden Jubilee. In the seminar, the "Mining Engineering Group" was set up with the theme of "Coal Mine Security" and "Stone Mining". The organization of the metallurgy will jointly assume the role of sustaining mineral resources for human beings. 經濟部礦務局朱局長明昭：本人很榮幸應邀代表經濟部致詞，恭喜本會建會八十周年生日快樂！
本會早年透過《鑛冶》 會刊之出版及召開專題研討會方式，將礦業知識提供業界；對晚輩學子則由經濟部與本會合辦「大專暑期礦業學生講習會」，歷28年之久，教授知識與經驗傳承，對國家經建及育才，貢獻很大！國內礦業開發因受環境保護政策所限，日益困難。目前，政府國土復育條例之頒行，更使礦業用地取得不易，影響加鉅。
國際石油價格飛漲，國內油氣售價亦隨著水漲船高；幸我在國外油氣探勘，頗多斬獲，希望對國內能源供需有所助益。
國際鋼鐵需求殷切，發展潛力無窮，業者紛提建廠或擴廠計劃，也受環境影響，阻礙難行，有待設法解套，克服重重難關。
今日台灣礦業發展面臨諸多困難，期望我礦業界先進與會友共同努力，再創新機。
鑄造學會名譽理事長候國光先生：中國鑛冶工程學會於民國十五年創立，迄今已滿八十周年，漫長的歲月，在此要衷心厭謝鑛冶先進的領導、會務人員的努力耕耘及會員的支援，讓學會歷久瀰新。本會民國四十年在台復會，積極推動礦業學術活動，《鑽冶》會刊曾獲行政院新聞局頒發雜誌「金鼎獎」，難能可貴，這要戚謝盧善棟先生嘔心瀝血的投入主編，才有如此成就。六十幾年前，中日抗戰時期，我在大陸後方重慶最大的鋼鐵廠從事冶煉工作，到台灣，從鋼鐵冶煉轉換到鑄造業，我曾在台灣造船公司基隆造船廠、中國鑄管廠工作幾十年。我在台灣才加入鑛冶學會，那時正是壯年，如今已年逾八十五，回憶當初從會刊獲知本會有很多傑出成就，對國家社會貢獻良多，至感欣慰！最後誠懇地感謝鑛冶前輩領導本會的辛勞，祝福本會鴻圖大展，大家身體健康，萬事如意！
參加慶會貴賓眾多，林秘書長特別介紹唐榮鐵工廠公司吳董事長豐盛、工研院能環所陳所長發林，新任大同大學吳校長建國及大陸中國社會科學研究院近代史所李主任學通，均獲得會眾熱烈掌聲。
●鑛冶耆宿講話
首先講話的是高齡92歲的楊玉璠先生，楊老曾擔任中油公司協理、本會石油委員會主任委員，民國70-71年為本會理事長，楊老講話詼諧幽默，他說：我記得20年前9月21日參加鑛冶學會60周年鑽石紀念，當時陳立夫先生蒞會講話，他是鑛冶學會的最資深會員，在抗戰時曾任教育部長。轉眼間又逢學會建會80周年，本人被認為耆宿會員之一，很榮幸應邀在此講話，記得當時我參加中國鑛冶學會時，有礦業、冶金、石油等6個委員會，我從事石油事業忝為石油委員會工作之一員。
我現在以一位老油人身分，講些石油界老事情、老故事，亦即我國石油的探勘歷史；石油在漢唐時代就被發現，當初不叫石油，叫石脂水或石漆或猛火油等，在那時石油不被重視，在陝西、西北一帶人民收集油苗作照明點燈與驃馬車輛車軸潤滑之用，早期也曾被利用於戰爭，以石油為火攻殺人之用，一直到民初在陝北由御任總經理熊希齡推動探油事業，惜無功而退，直到抗戰時才作系統的石油調查，那時石油調查不是中國人主辦，是由我國駐美大使顧維鈞從俄國人得知青海附近有「石油湖」，便透露消息給美孚油公司，美孚認為是探油的機會後，就派地質師韋勒（Weller）與薩頓兩人來華作石油地質調查，這兩位美國人從未到過中國，只去過印度，不瞭解中國的地質等狀況，乃到南京請求中央地質調查所翁文瀕所長相助，翁派地質師孫健初參加協助探勘工作，那時交通閉塞，以獸力的駱駝或騾作為運輸工具，從戈壁經甘肅蘭州出發，浩浩蕩蕩南下清海，調查一段時問，階未發現石油及油苗，更無石油湖出現，又回到甘肅、河西走廊的南面調查，途經武威、張掖、酒泉、玉門等境內，涉水登山歷經6個多月，終於發現玉門境內的乾油泉石油露頭，很辛苦調查完畢，雖有石油發現，但美孚公司並無繼續鑽探，及至七七事變日軍侵華，大陸沿海悉遭日軍封鎖，阻絕石油進口港；經濟部資源委員會想起甘蕭玉門的乾油泉（亦即老君廟）潛存石油，乃於民國27年成立甘肅油礦籌備處，派嚴爽主持其事，因缺乏運輸工具，只好利用獸力之騾車及駱駝運送簡單輕便的鑽井器材進行鑽探，老天不負苦心人，果然發現淺層石油，皆大歡喜。繼而4號井及8號井皆鑽遇大量高壓油層，即積極開發油井，供應抗戰時期，一滴汽油一滴血的光景。
台灣於清朝時邱苟在苗栗後龍溪發現油苗，光緒年間政府曾聘請兩位美國人來台探油，未獲預期成果，乃告停止。一直到馬關條約後日人來台，苗栗出磺坑才鑽探得油，其他地區如北部之錦水、竹東、南部之牛山、竹頭溪、四重溪等地生產天然氣及少量凝結油。天然氣供燒炭煙及家庭使用，民國48年自錦水38號井加深發現大量天然氣，台灣的的確確才蘊藏大量天然氣，因之成立慕華聯合肥料公司，由美國莫比及聯合兩公司投資70%，我國投資30%，年產尿素10萬噸，液氨5萬噸，建廠資金總計二千二百五十萬元美金，值得強調一提的是當年引進最大的國外來台投資，在資金和經濟不景氣的情況之下，對台灣確實是一項強而有力鼓勵，因為增產天然氣對國家貢獻良多，使台灣農業需用肥料得以自給自足，降低農業生產成本，糧食局長李連春亦不必奔波日本洽購肥料。
大家知道中國技術服務社最近投資高鐵33億元，該社承建慕華肥料廠及日後在全國規劃承作石化工廠，獲得今天的工作經驗及雄厚資金，該社當初成立時係由國營及民營事業出資成立財團法人「中國技術服務社」，由於慕華的建廠，得到參加該計劃及建廠等機會，因之而茁壯而發展。自錦水38號井加深成功後，陸續發現鐵砧山、青草期等油氣田，天然氣產量大增，中油公司為推動經濟起飛，曾舉辦氣價優待，包括家庭用戶、陶瓷、玻璃等工業（水泥例外）可以說發現天然氣，對台灣經濟發展，助益非淺。
中油公司的國外探油不是非常理想，但亦有不錯成績，對近年來中油盈餘即佔有一個很大比率，如94年國外探油盈餘即佔80餘億元。石油委員會是鑛冶學會的一個小老弟，不管礦業、冶金等委員對學會均有貢獻，今後石油委員會會繼續扮演一個重要角色，奉獻心力為學會之發展奮鬥不懈，最後謹祝各位身體健康，大會成功。
● 盧善楝先生（高齡九十，曾任經濟部礦業司司長，本會出版委員會主委，本會73-74年理事長）：
盧老精神奕奕，講話鏗鏘有力，他說：各位嘉賓、團體會員代表、鑛冶同志、女士和先生們，我謹以第二十七屆首席會員代表身分，由衷地歡迎諸君光臨鑛冶學會建會80周年大慶暨民國95年的年會，表示萬分感激與歡迎！（盧公鼓掌歡迎，會眾也隨著掌聲雷動，掀起了大會歡欣鼓舞、喜氣洋洋的氣氛！)
日月荏冉、時光逝水，溯我於民國29年交大唐山學院已是中國鑛冶工程學會的初級會員，有幸參加了中國工程師學會暨大後方各省專門工程學會在貴陽召開臨時聯合年會，大會那天由中國工程師學會會長凌鴻勛授予「工程獎章」給我院長茅以昇先生，盛況空前，屈指算來我的「會齡」已屆66年頭矣，個人今年90歲，也比學會長了10歲，此生謹承各位厚愛，為學會盡心盡力，亦常引此為傲！
我擔任學會總幹事從民國62年起連續至72年長達10-11年之久，常川義務駐會辦公，不計報酬，治理會務行政，井井有條的愛會精神，獲得今日英俊幹才秘書長林再遷、副秘長郭其義的承接，兩人亦皆志願常川駐會義務奉獻，其建樹之精粹，且有「青出於藍」的表現可嘉！
各位貴賓、各位企業家、鑛冶同志們，今年本會在蘇福欽理事長領導之下，大展鴻圖，在鑛冶學術研究和技術研討會各方面活動，皆有出神入化的表現，此誠可以意會而不可言傳！諸君且看今天會場布置得富麗堂皇，光彩奪目，群賢畢至，少長咸集，如此大慶良辰，豈可無歌，我願馮諸君高歌一闋，以娛雅興。（請翻年會手冊46頁）「寶山處處有，鑛藏疊疊重，我們要涉盡綠水走遍青山，到那渺茫的五雲中，穿巖越谷，穿巖越谷，寶藏新開冶無窮，鑛冶人立奇功，鑛冶人立奇功，吐出胸中萬丈長虹！」
各位，台灣寶島位居東亞要津，尤其中央山脈是全島的脊樑，其北端是知名世界的玉山，我們登上玉山巔峰，海拔3950公尺，縱使長江三峽層巒疊嶂亦無出其右，當我們登上玉山巔峰舉目四望，東是青天白雲、壯闊的太平洋；北是興安嶺白雲皚皚、河川水凌；南是南洋群島颱風呼嘯，大雨漓淋；西是台灣海峽白浪濤濤、中國大陸河山依然錦繡，總之，花花世界盡收眼底，而中央山脈峰峰相連到天邊，鑛冶學會，鑛冶學會，經得起考驗，只要河川流不息；鑛冶學會，鑛冶學會，千秋萬世，直到永遠！謝謝各位，敬祝中國鑛冶工程學會建會八十周年慶大會順利成功！
●頒贈懋績勳章
盧善楝先生，曾任經濟部礦業司長，本會常務理監事及民國73-74年理事長；現為本會名譽會員，常務理事兼任本會出版委員會主委委員，《鑽冶》會刊綰編輯，審校研究報告，監篡《鑽冶辭典》，對促進國際礦冶技術交流，奠定本自國際鑛冶學術地位懋績勳著，經本會理監事會議一致通過頒贈「懋績勳章」予盧公，章銘贊曰：本會名譽會員盧善棟先生，福建福州人，民國六年六月生，曾任經濟部中國煤礦開發公司新竹煤礦礦長、協理；經濟部礦業司司長；民國73-74年擔任本會理事長，積極堆展礦業學術活動，不遺徐力，主持本會學術出版、審核研究報告，監篡《鑛冶辭典》 歷時七年，出類拔草，難能可貴。尤其自民國五十四年致力主編《鑛冶》 會刊迄今四十餘載，編排格調不斷創新，主撰《評論》專欄，獨創風格，國家科學委員會贊譽：「《鑛冶》內容豐富，立論精闢，為我國學術界所僅見」，美國《化學文摘》將其供論文摘要對象，《鑛冶》躋入世界性科學雜誌之林，民國六十六年《鑛冶》雜誌榮獲行政院新聞局頒給《金鼎獎》一座，為工程雜誌獲此鉅獎所僅有。民國七十年教育部頒給《鑛冶》應用科學獎狀及獎金新台幣壹拾萬元，經奉獻給學會挹注。此後《鑛冶》屢獲經濟部部長獎盃、全省雜誌優良獎，英、美、德、日、韓…各國咸請互贈。由是促進國際礦冶技術交流，奠定本會國際礦冶學術地位，懋績勳著，表率群倫，合行頒贈「懋績勳章」，以資激勵。
盧老半生奉獻學會，默黔領導本會，規畫各項學術活動，主編《鑛冶》會刊四十餘載，發行網遍及國內外，著有聲望，提高我國國際礦冶學術地位，勳績卓然；他接受勳章後，很謙虛地說：我是代表全體鑛冶同仁來領獎章，這是大家群策群力，Team work的表現，一切歸功於我們鑛冶人！謝謝各位。
由於盧老的謙卑，厭動全場會眾，大家一致起立鼓掌，表達無上崇高敬意！

本會會員委員會樊副主委遺風及本會郭副秘書長其義，自七十五年迄今卅載，主持本會年會「鑛冶盃」網球賽凡十八屆（二屆停辦），累計參加團體會員百餘家，個人會員逾一千六百餘人，蔚為本會盛事，對增進會員感情聯誼，砌磋球技及身心健康，貢獻良多，勞勣卓著，特頒「功勞獎」各乙座，以資激勵。

●建會八十周年慶壽糕
今年建會八十周年，準備美侖美煥五層壽糕，一時掀起了壽慶氣氛；全體出席貴賓、會友一致起立，合唱《祝您生日快樂》歌。在響亮的歌聲中，由蘇理事長會同歷屆理事長楊玉墦、盧善楝、陳源成、余光華、曲新生共同分切壽糕，情況Hight 到頂點！
最後司儀宣佈，因時間已近中午，本會準備有豐盛的壽宴，擬將壽糕留供下午「專題討論會」中場茶點時間享用，大家仍同意主辦單位的意見。
用餐前，大會留有二十分鐘時間，讓與會會員拍照留念，並進行自由交談，熱鬧非凡。
